2007 Chevrolet Cobalt

Low mileage 2007 Chevy cobalt, run and drive, good working car all around, but no safety, didnt pass safety for a couple reasons but I have everything for it to pass except a muffler, just no time to install because of school, looking for $1000 with snow tires, though negotiable without them.
